The Payroll Department at the Human Resources Inspectorate clarifies changes on the payslip following the index-pivot overshoot in June 2026. A 2% salary indexation is effective from this September.
The federal government's program law from July 2026 limits this first 2% indexation for gross monthly incomes exceeding €4,000. This mechanism, known as 'index centime', will be repeated in 2028.
Specifically, only the first €4,000 of the gross monthly full-time salary is indexed by 2%. The portion exceeding this amount is not affected. This measure applies only to gross monthly remuneration above €4,000 full-time.
For example, with a gross salary of €3,500, the 2% indexation applies fully, amounting to €70, bringing the new gross salary to €3,570. The 'index centime' mechanism is not triggered.
For a gross salary of €5,000, only the first €4,000 is indexed by 2%, totaling €80. The new gross salary becomes €5,080, instead of €5,100 without this rule.
For part-time work with a gross salary of €2,500, the calculation is based on the full-time equivalent (€5,000). The 2% indexation on the first €4,000 yields €80. The new full-time equivalent salary is €5,080, resulting in €2,540 for a part-time position.
Two annual amounts appear on the payslip: the non-indexed annual amount 'Statut' and the 'Index centime' annual amount. They are identical if the gross monthly remuneration does not exceed €4,000.
If the two amounts differ, the remuneration exceeds the €4,000 threshold for this indexation, and the excess portion is not indexed. This modification explains the new amount and does not indicate an error.
For further questions, the personnel department remains available, following the explanation provided via DOCCLE by the Payroll Department of the Province of Hainaut.
